Okay got the advice to test Paint.NET and colored this fella while I was testing things out, a few things I haven't found yet, and maybe those few doesn't exist but so far I like it

Oooh, cute! And I'm glad you're liking the program. It's pretty easy to use, but it does take some time getting used to it. 
And, if there's something in the program that you think you'd like to have but it doesn't seem exist, try their forums. There's a lot of people there coding their own functions and they upload them there to share so if you find something you like there, you can just download it and add it to the program (they've got instructions on how to do that ). And it's free! They've got a lot of great tutorials there too.
